This study aims to improve the learning process and outcomes of Natural and Social Sciences (IPAS) through the implementation of the Problem Based Learning (PBL) model in grade V at SDN 004/II Muara Bungo. The research employed a Classroom Action Research (CAR) design based on the Kemmis & McTaggart model, carried out in two cycles, each consisting of planning, action, observation, and reflection. The subjects were 26 fifth-grade students and the classroom teacher as the action implementer. Data were collected through teacher performance observation, student activity observation, and learning achievement tests, then analyzed using descriptive quantitative and qualitative methods. The findings indicate an improvement in teacher performance from 75% in the first meeting of cycle I to 96% in the second meeting of cycle II, categorized as very good. Student activity increased from 45% in the first meeting of cycle I to 90% in the second meeting of cycle II, categorized as active. Student learning outcomes also improved, with mastery learning increasing from 62% in cycle I to 85% in cycle II. Thus, the Problem Based Learning model is proven effective in enhancing student engagement, critical thinking skills, and IPAS learning outcomes in elementary school.
